Use this service to submit a Technology Control Plan (TCP) for research projects involving Export-Controlled Information (ECI). These projects may fall under the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) or the Department of Commerce’s Export Administration Regulations (EAR). A TCP outlines the security measures required to prevent unauthorized access to sensitive information or materials by foreign nationals or unauthorized individuals.

Faculty and Staff engaged in research projects involving Export-Controlled Information.
Prerequisites and Expectations
If your project involves Export-Controlled Information, a TCP may be required prior to project initiation. This plan must address the physical, electronic, and procedural safeguards necessary to comply with ITAR and EAR regulations.
The Oakland University Research Office and University Technology Services are available to assist in reviewing and completing your TCP. Once finalized, the plan must be submitted to both offices for approval. It is the researcher’s responsibility to maintain, follow, and update the plan throughout the duration of the project.
